SUMMARY:Beyond the Tiers: Practical MTSS for Multilingual Learner (ML) Achievement
DESCRIPTION:Learn to distinguish between second language development and potential disabilities\, and create proactive classroom interventions that support ML student success in the Tier 1 classroom. \nInstitute Details\nThis four-day interactive institute supports educators with the knowledge and tools necessary to implement a Multi-Tiered System of Support (MTSS) framework that effectively addresses the needs of multilingual learners. Participants will explore how to distinguish between second language development and learning difficulties or possible disabilities while ensuring that students receive appropriate supports and interventions without being disproportionately referred for special education services. \nIn this fully interactive approach\, the institute blends 18-hours of live synchronous learning (four\, 4.5-hour online sessions) with an additional six hours of asynchronous self-paced activities to provide a careful analysis of the MTSS process for ML students and its implementation in schools and districts. \nParticipants will collaborate with CAL facilitators and colleagues nationwide to apply research-based practices\, share challenges\, and build sustainable solutions for supporting multilingual learners in their schools and districts. Through lecture\, readings\, case studies\, strategy analysis\, and hands-on planning\, participants will examine culturally and linguistically responsive interventions across Tiers 1\, 2\, and 3\, and develop proactive MTSS plans that promote both academic and linguistic success for MLs. \nLearning Outcomes\nParticipants will be able to: \n\nDifferentiate second language acquisition\, learning difficulties\, cultural factors\, and possible disabilities.\nReview their current school/district/state MTSS plan and analyze whether it integrates proactive interventions to support multilingual learners in their academic and language development.\nDevelop\, or improve upon\, a MTSS plan to ensure multilingual learners are included and appropriately served by their schools/districts.\nApply evidence-based instructional practices for Tiers 1\, 2\, and 3 that respond to the needs of diverse ML populations\, including students with limited or interrupted formal education (SLIFE).\nCollect\, monitor\, and analyze student progress data to inform instructional decisions and equitable support.\nCollaborate effectively with MTSS team members\, colleagues\, and service providers to implement and sustain school- or district-wide systems of support\n\nWho Should Attend\nThis institute is designed for K–12 educators and school-based teams who support the success of multilingual learners within an MTSS framework. Ideal participants include grade level and content-area teachers\, ESL/ELL teachers\, Title I educators\, MTSS team members and coordinators\, special education teachers\, related service providers\, instructional coaches\, interventionists\, and school or district administrators. Teams are encouraged to attend together to strengthen collaborative planning and ensure effective\, schoolwide MTSS implementation for multilingual learners. \n Questions? Email CAL with any questions you may have about our offerings. \nAgenda*\n February 16\, 2026 | 9:30 a.m. – 12:30 p.m. & 1:30 – 3:00 p.m. ET \n\nIntroduction to MTSS\nSecond Language Acquisition\nDistinguishing Second Language Acquisition from Disabilities\n\nMarch 2\, 2026 | 9:30 a.m. – 12:30 p.m. & 1:30 – 3:00 p.m. ET \n\nOverview of MTSS\nDefining Tiers 1\, 2\, and 3\nGoals\, Language Planning\, Universal Screening\, Monitoring & Assessment\nConducting Needs Assessments\n\nMarch 9\, 2026 | 9:30 a.m. – 12:30 p.m. & 1:30 – 3:00 p.m. ET \n\nSupporting Tier 1 Teachers and Addressing the Needs of Tier 2 & 3 MLs\nRoles and Responsibilities of Tier\, 1\, 2\, 3\, EL Teachers and Interventionists\nScaffolding vs. Differentiation\nAdapting Curriculum to Strengthen Tier 1 Instruction\n\nMarch 16\, 2026 | 9:30 a.m. – 12:30 p.m. & 1:30 – 3:00 p.m. ET \n\nMTSS Case Study\nNext Steps When Interventions Fail\nEL Toolkit: Special Education Evaluation Process\nRole and Rights of Parents/Guardians\nMTSS Planning\n\n*Please note: This agenda reflects the current scope of the institute and is subject to change as content is further developed. \nSelf-Paced Content \n\nBetween February 16 and March 16\, 2026\, participants will be expected to complete approximately 4 hours of facilitator-assigned tasks and prepare an MTSS plan to share with the cohort.\n\nSchedule\n\nFour interactive live sessions held on February 16\, March 2\, 9\, and 16\, 2026\, from 9:30 AM–12:30 PM and 1:30–3:00 PM ET each day\nApproximately 4 hours of facilitator-assigned\, self-paced learning to be completed between sessions\n\nCost\n\nEarly bird pricing (individual): $1\,265 per person if registered by January 26\, 2026\nStandard individual rate: $1\,470 per person for registrations after January 26\, 2026\nGroups of 2 or more qualify for the early bird rate of $1\,265 per person\nCost includes all digital training materials and one-year access to course content\nRegister early—space is limited\nRegistration closes on February 9\, 2026\n\nCost includes the following materials*: \n\nA downloadable institute packet with practical tools and strategies to support effective MTSS implementation for multilingual learners\nAccess to a curated collection of digital activities and classroom-ready resources\n\nVenue\nThis institute will be held fully online\, combining interactive live Zoom sessions. \nCertificate of Completion\nParticipants will earn a Level 1 CAL MTSS for MLs Educator digital badge for 22 hours of participation issued through the Credly platform\, recognizing full participation and engagement in the institute. SUMMARY:CAL SIOP for Dual Language Programs: Developing Academic Language and Content in Two Languages
DESCRIPTION:Learn SIOP methods for meeting the three pillars of dual language education: bilingualism and biliteracy\, high academic achievement\, and sociocultural competence! \nParticipants will explore and practice the eight components of the SIOP Model to strengthen their ability to teach language and content while addressing the three pillars of dual language programs: bilingualism and biliteracy\, high academic achievement\, and sociocultural competence. The institute will feature interactive elements such as chats\, polls\, and breakout-room activities to create an engaging online learning experience. Teachers will be encouraged to reflect on their practice and adapt CAL SIOP strategies to their own classroom contexts. Participants are encouraged to attend in district or school teams. No prior knowledge of the SIOP Model is required. \n  \nThe SIOP Model is a research-based system for lesson design and delivery that integrates language and content instruction. It was originally developed as an observation protocol to measure the quality of sheltered lessons for language learners and has since evolved into a widely used method for teachers to plan\, deliver\, and assess meaningful lessons while reflecting on their practice. Each component of the model is supported by empirical studies (August & Shanahan\, 2006; Christian et al.\, 2006) and the model as a whole has a well-established and growing research base (Canges et al.\, 2011; Fidelman et al.\, 2012; Friend\, McCrary\, and Most\, 2009; McIntyre et al.\, 2010; Song\, 2016; Lindahl & Watkins\, 2010). The CAL SIOP Model for Dual Language Programs has been adapted for use in settings where both English and a partner language are used to deliver content instruction. \nGrounded in the eight major components of sheltered instruction\, the SIOP Model provides a framework for planning lessons that integrate language and content objectives (Short\, 2013). Educators in this institute will collaborate to design dual language classroom activities that include content\, language\, and cultural objectives\, build strategies for teaching metalinguistic awareness\, and apply scaffolding techniques to support both comprehension and production. \nThis 15-hour institute (12 synchronous hours and 3 optional asynchronous\, self-paced hours) is designed to help leaders\, specialists\, coaches\, and teachers plan for and implement CAL SIOP methods that meet the needs of students learning in not one but two languages. It will include: \n\nSix two-hour virtual\, synchronous sessions delivered over two weeks\nAn optional three-hour self-paced asynchronous assignment\nOpportunities to interact with educators from your own and other schools and districts\nPractical strategies that can be applied to instruction immediately.\n\nLearning Outcomes \nParticipants will be able to: \n\nDefine sheltered instruction in the context of dual language instruction.\nDevelop effective content\, language\, and cultural objectives.\nCreate activities for vocabulary development and background building.\nScaffold language for content learning and use L1 to scaffold to L2 content.\nDevise ways to compare and contrast (bridge) languages.\nDesign interactive activities that promote the use of language models.\nDistinguish between practice and application and apply to bilingual environments.\nDescribe the fundamentals of effective lesson delivery in dual language programs.\nDesign assessments for language learners and assess tasks from the perspective of students learning in two languages.\n\nWho Should Attend                                                                                                   \nThis institute is designed for educators and instructional leaders working in dual language or bilingual program settings who want to strengthen their ability to integrate language and content instruction. It is ideal for: \n\nPreK–12 teachers in dual language\, transitional bilingual\, or other bilingual program models\nESL and bilingual specialists supporting classroom instruction\nInstructional coaches and curriculum leaders who guide teachers in effective program implementation\nSchool and district administrators seeking to deepen their understanding of the CAL SIOP Model for Dual Language programs\n\nParticipants are encouraged to attend in school or district teams to maximize collaboration and application of strategies. \nQuestions? Email CAL with any questions you may have about our offerings. \nAgenda\nTuesday\, May 5\, 2026 | 3:00 – 5:00 p.m. ET \n\nOverview of CAL SIOP for DL Model\nLesson Preparation\n\nWednesday\, May 6\, 2026 | 3:00 – 5:00 p.m. ET \n\nLesson Preparation\, continued\nBuilding or Eliciting Background\n\nThursday\, May 7\, 2026 | 3:00 – 5:00 p.m. ET \n\nVocabulary Development\nComprehensible Input\n\nBreak (No class on Friday\, May 8 –  Monday\, May 11) \nTuesday\, May 12\, 2026 | 3:00 – 5:00 p.m. ET \n\nComprehensible Input\, continued\nStrategies\n\nWednesday\, May 13\, 2026 | 3:00 – 5:00 p.m. ET \n\nInteraction\nPractice and Application\nLesson Delivery\n\nThursday\, May 14\, 2026 | 3:00 – 5:00 p.m. ET \n\nReview and Assessment\, continued\nResources for the 3rd Pillar: Sociocultural Competence\n\nSelf-Paced Content \n\nThe institute will include a 3-hour self-paced assignment.\n\nCost \n\nEarly bird pricing (individual): $720 per person if registered by April 14\, 2026\nStandard individual rate: $780 per person for registrations after April 14\, 2026\nGroups of 2 or more qualify for the early bird rate of $720 per person\nCost includes all digital training materials and one-year access to course content\nRegister early—space is limited\nRegistration closes on April 28\, 2026\n\nCertificate of Completion \nParticipants will earn a CAL Credly Digital badge and certificate for 15 hours of participation issued through the Credly platform\, recognizing full participation and engagement in the institute. SUMMARY:CAL SIOP for Educators: Foundations
DESCRIPTION:Enhance your knowledge and use of the Sheltered Instruction Observation Protocol (SIOP) Model to support classroom instruction for Multilingual learners at your school or district. Please join us for this engaging online version of our CAL SIOP Overview. \nInstitute Details\nThis multi-day comprehensive and interactive workshop is designed to help participants plan and deliver CAL SIOP Model lessons for linguistically and culturally diverse students. \nPreK-12 teachers will learn and practice implementing the eight research-based components of the SIOP Model to teach language and content effectively. The Institute will include a variety of activities\, including demonstrations\, simulations and explanations\, small-group tasks\, video classroom observations\, and the creation of activities and lessons. The workshop will encourage reflection needed for each teacher to adapt the CAL SIOP methods to their content area\, grade level\, student proficiency levels\, program models\, and school initiatives. \nThe SIOP for Educators: Foundations Institute is designed for those with little to no working knowledge of the SIOP Model. Participants will review the components of the SIOP Model and acquire knowledge and skills to help PreK-12 or adult education teachers better integrate content and language instruction for multilingual learners. \nReflecting upon the eight major components of sheltered instruction\, the SIOP Model provides a framework for teachers to plan integrated language and content lessons. Used as a lesson planning framework\, it ensures that the features of effective instruction critical for language learners are present in all lessons. This workshop series will include a variety of activities such as jigsaw/partner readings\, mini lessons on language acquisition\, small group lesson planning\, video demonstrations\, and hands-on activities that can be adapted for the classroom. Educators will either individually or collaboratively plan lessons specific to their classrooms. Administrators\, coaches\, and teachers are encouraged to attend as a team. \nBased on an interactive flipped classroom model\, this cohort will participate in both synchronous and asynchronous online learning. \nThe synchronous portion will entail participants attending four 4.5-hour live online sessions. Through an asynchronous\, self-paced format\, participants will complete online activities that supplement the presentations. They will listen to recorded mini lectures\, read relevant research articles\, watch classroom videos of SIOP lessons\, apply what they learn to their lesson plans\, and interact with other participants through discussion boards and blog posts. Participants will have the opportunity to meet online with CAL facilitators weekly to discuss best practices in SIOP lesson planning\, network with other educators from schools around the world\, and receive individual/small group coaching from a CAL PD facilitator. Teachers will develop a complete SIOP Lesson plan to use as a model for future planning. \nThis is the right strand for those who: \n\nHave limited or little experience with the SIOP Model and would like a review of the eight components and 30 features\nMay have attended a SIOP workshop in the past\, but would like to prepare to teach others about the SIOP Model\nAre available once a week between June 2 and 28\, 2026\, for the synchronous sessions and to complete approximately 1 hour of self-paced assignments per week (as determined by the instructor)\nNote: Each participant must have their own device for the virtual presentation. Multiple individuals on one device will not be accommodated. \n\nPlease note: this institute is not intended for those with extensive SIOP Model knowledge. SUMMARY:Beyond the Tiers: Practical MTSS for Multilingual Learner (ML) Achievement
DESCRIPTION:Learn to distinguish between typical second language development and potential disabilities\, and create proactive classroom interventions that support ML student success. \nInstitute Details\nThis four-day interactive institute equips educators with the knowledge and tools to implement a Multi-Tiered System of Support (MTSS) that effectively addresses the needs of multilingual learners. Participants will explore how to distinguish between typical second language development\, learning difficulties\, and possible disabilities while ensuring that students are supported without being disproportionately referred for special education. \nGrounded in an interactive flipped-classroom model\, the institute blends synchronous learning (four live\, 4.5-hour online sessions) with asynchronous self-paced activities (six hours of recorded lectures\, readings\, and collaborative tasks). Through case studies\, strategy analysis\, and hands-on planning\, participants will examine culturally and linguistically responsive interventions across Tiers 1\, 2\, and 3\, and develop proactive MTSS plans that promote both academic and linguistic success for MLs. \nParticipants will collaborate with CAL facilitators and peers nationwide to apply research-based practices\, share challenges\, and build sustainable solutions for supporting multilingual learners in their schools and districts. \nLearning Outcomes\nParticipants will be able to: \n\nDifferentiate between second language acquisition\, learning difficulties\, cultural factors\, and possible disabilities.\nDesign an MTSS plan that integrates proactive interventions to support multilingual learners’ academic and language development.\nApply evidence-based instructional practices for Tiers 1\, 2\, and 3 that respond to the needs of diverse ML populations\, including students with limited or interrupted formal education (SLIFE).\nCollect\, monitor\, and analyze student progress data to inform instructional decisions and equitable support.\nCollaborate effectively with MTSS team members\, colleagues\, and service providers to implement and sustain school- or district-wide systems of support.\n\nWho Should Attend\nThis institute is designed for K–12 educators and school-based teams who support the success of multilingual learners within an MTSS framework. Ideal participants include general education and content-area teachers\, ESL/ELL teachers\, Title I educators\, MTSS team members and coordinators\, special education teachers\, related service providers\, instructional coaches\, interventionists\, and school or district administrators.
